BACKGROUND:

 

Existing sections of the gambling act are lengthy and contain misplaced material.  The statute's current organization causes confusion and makes the amendment process unwieldy.

 

SUMMARY:

 

The gambling act's existing definition and authorization sections are divided into shorter sections respectively.  The authorization to conduct wagering found in the definition section is placed in a separate section.  Additional technical changes are made.

Effective Date:The bill contains an emergency clause and takes effect immediately.
