BACKGROUND:

 

The Department of General Administration administers a program of energy audits and technical assistance studies to identify cost-effective energy conservation in state facilities.

 

With implementation of more conservation, the state's energy bill for state facilities would be about $34 million.  The actual bill is 32 percent higher, about $45 million.

 

SUMMARY:

 

Responsibility for planning, designing, and implementing energy conservation in state facilities is transferred from the Department of General Administration to the State Energy Office.  Reporting requirements are established for the State Energy Office, and agencies are given deadlines for implementing conservation.

EFFECT OF PROPOSED SUBSTITUTE:

 

Authorities transferred to WSEO are limited to conducting energy audits and technical assistance studies and arranging financing.  Responsibility for designing and implementing conservation remains with the agency responsible for each state facility.
