BACKGROUND:
Under RCW 43.41.110 the Office of Financial Management is authorized to perform the comprehensive planning functions and processes necessary or advisable for state program planning and development, preparation of the budget, interdepartmental and intergovernmental coordination and cooperation and determination of state capital improvement requirements. Currently, formalized procedures do not exist for interagency review and coordination of capital budget plans and leases.
SUMMARY:
The Office of Financial Management is authorized to review and revise agency capital budget plans including lease and lease development projects through interagency conferences.
EFFECT OF PROPOSED SUBSTITUTE:
The Office of Financial Management is authorized to commence interagency reviews after July 1, 1987 of capital budget plans including lease and lease development projects approved in the 1987-89 biennial budgets.
