BACKGROUND:

 

Under the Department of Personnel's merit system rules, which apply to the hiring of persons to fill state civil service positions, candidates may be selected from 11 employment registers.  Included among them is the reemployment register.  The reemployment register includes the names of all past permanent employees who have submitted a request and application for reemployment within five years from their date of separation.  The reemployment register does not specify that it includes retired employees, and the register is unranked.  The State Higher Education Board does not have a register which addresses the reemployment of any past employees.

 

It has been suggested that retired state employees desiring to return to the work place have significant talents and skills which they would bring to a position, and as such they should be given hiring preference for temporary and part-time positions.

 

SUMMARY:

 

A registry of retired state employees seeking part-time or temporary employment shall be established by the Director of the Department of Personnel and the Director of the State Higher Education Board.  Persons on this register shall be given hiring preference when filling part-time and temporary positions with the state.
