BACKGROUND:

 

Article VII, Section 2(a) of the State Constitution grants authority to the Legislature to authorize a one-year excess property tax levy for taxing districts.  SJR 8218, a proposed amendment to Article VII, Section 2(a) would allow the Legislature to authorize a two-year excess tax levy for taxing districts, if the voters ratify the measure in the November, 1988 general election.

 

SUMMARY:

 

All local taxing districts presently authorized to levy a one-year excess property tax levy cited in RCW 84.52.050 would be able to levy a two-year excess levy.  Once an excess levy has been authorized for a taxing district for a two-year period, no further excess tax levies for that period may be authorized.  This bill applies to taxes levied for collection in 1990 and thereafter.

 

The provisions of this bill are void if SJR 8218 is not ratified by the people.  If the proposed constitutional amendment is adopted, the bill will take effect on January 1, 1989.
