BACKGROUND:

 

Over the 1987 interim the Senate Agriculture Committee evaluated animal research at state universities.

 

Unrelated to the Committee's study, the Progressive Animal Welfare Society (PAWS) initiated litigation against the University of Washington for failure to be open in its meetings on and evaluation of animal research by the Animal Care Committee.

 

SUMMARY:

 

Both the University of Washington and Washington State University shall publish an annual report of all proposed and on-going animal research conducted at their facilities.  In addition to the reports, the Legislature may subject the schools to random audits conducted by veterinarians or physicians to determine the accuracy of the reports.
