BACKGROUND:

 

The owner of a vehicle, whether registered or not in another state, may purchase a trip permit issued by the Department of Licensing as an alternative to registering the vehicle for a full year.  Each trip permit costs $10 and authorizes the operation of a single vehicle for three consecutive days.

 

SUMMARY:

 

The original bill was not considered.

 

 

EFFECT OF PROPOSED SUBSTITUTE:

 

The Utilities and Transportation Commission is authorized to enter into agreements with contiguous states or provinces allowing properly registered commercial vehicles to operate without a trip permit within designated border areas if the jurisdiction grants a similar privilege to operators of commercial vehicles from Washington.
