BACKGROUND:

 

The Department of Personnel and the Higher Education Personnel Board at least biennially conduct a salary survey of public and private salaries being paid to selected categories of positions. After the survey is taken the data are analyzed utilizing a series of statistical techniques.  The result of the analysis is the basis for salary recommendations to the Governor for the biennial budget.

 

SUMMARY:

 

An appropriation of $35,000 is made to the Legislative Budget Committee (LBC) to fund a temporary committee composed of representatives of LBC, the Ways and Means Committee of the House of Representatives and the Senate, and the Office of Financial Management.  This committee is to engage an independent consultant to review the salary survey methodology and to make recommendations for improvement.  The temporary committee will make recommendations to the appropriate standing committees of the Legislature by December 30, 1988 regarding appropriate revisions to the surveys, letting a contract to a consultant to conduct the 1990 salary surveys and any appropriate legislative proposals.
