BACKGROUND:

 

All school districts do not have resources for providing instruction and information about the dangers of drug abuse, nor are the problems and the need for prevention programs identical.  A mobile drug awareness clinic could provide drug abuse information throughout the state where and when needed.

 

SUMMARY:

 

A mobile drug awareness clinic staffed by trained substance abuse professionals is established through the Superintendent of Public Instruction.  The staff will provide information on the dangers of drug abuse to school assemblies, pep rallies and in classrooms throughout the school year.

 

The curriculum will be designed in conjunction with the Substance Abuse Advisory Committee/SPI.

 

 

EFFECT OF PROPOSED SUBSTITUTE:

 

The mobile drug awareness clinic is renamed the mobile substance abuse awareness program and is established as a component element of the state's grant-based substance abuse awareness program.

 

The mobile awareness program may be presented at various school/school district settings but by request only.  Presentations by the personnel staffing the mobile awareness program must include information about the state clearinghouse for educational information as a source of other information.

 

The Superintendent of Public Instruction (SPI) and the Substance Abuse Advisory Committee are encouraged to invite persons identified as role models to participate in the mobile awareness program.

 

The mobile awareness program shall be implemented when state or other public or private funds are available and the SPI is authorized to accept gifts, grants, and contributions as may be provided to support the program.

 

The appropriation is deleted.

Effective Date:The bill contains an emergency clause and takes effect immediately.
