BACKGROUND:

 

Concerns have arisen about jail overcrowding and rehabilitation opportunities for nonviolent property offenders.

 

SUMMARY:

 

Pilot projects in five counties are to be established by an advisory board appointed by the governor and the Department of Corrections. Sentencing alternative boards are created in each project which shall develop sentencing alternatives for nonviolent property offenders including work training and education.

Effective Date:The bill contains an emergency clause and takes effect immediately.
