C 260 L 88
BYSenators Craswell, Vognild, Bailey, Owen, Smitherman and Metcalf
Providing for armed forces shipboard population adjustment.
Senate Committee on Governmental Operations
House Committe on State Government
SYNOPSIS AS ENACTED
BACKGROUND:
The state Office of Financial Management annually determines the populations of cities and towns within the state as the basis for the allocation of state funds. Under certain circumstances, initial counts may be revised in quarterly periods following the initial count.
It is suggested that resident naval personnel and their dependents have not been accurately counted in the city of Bremerton and will not be accurately counted in the city of Everett when the naval port is completed there.
SUMMARY:
Resident naval shipboard, on-base and military dependent populations in the cities of Bremerton and Everett shall be determined quarterly by the Office of Financial Management. Counts on the first day of the quarterly periods shall be used to revise the total population for the following quarter. Revisions in population figures will then be used to make quarterly adjustments in the allocation of state funds to the cities.
