BACKGROUND:

 

The Superintendent of Public Instruction is allowed to allocate to the University of Washington all or a portion of the state basic education allocation moneys, state categorical moneys, and federal moneys generated by a student who is attending the university's transition school or Early Entrance Program for highly capable students.  The state funds may be spent only to support instruction and related activities necessary to enable these students to complete high school graduation requirements.

 

SUMMARY:

 

The Superintendent of Public Instruction (SPI) must allocate directly to the UW all of the state basic education allocation moneys, state categorical moneys, and federal moneys generated by a highly capable student while attending the Early Entrance Program at the UW.

 

The state moneys must be spent in support of the transition school and for college expenses incurred by a student through either the equivalent of the student's senior year in high school or for one year of the transition school plus four years of college, whichever occurs first.

 

 

EFFECT OF PROPOSED SUBSTITUTE:

 

The Superintendent of Public Instruction (SPI) must contract with the University of Washington for the education of highly capable students below 18 years of age who are admitted or enrolled in the transition school or Early Entrance Program at the U.W.

 

The SPI may not allocate state categorical funds for the state highly capable students program to the U.W. generated by students while they are attending the U.W.'s transition school or Early Entrance Program.

 

The expenditure of allocations to the U.W. of basic education, state categorical, and federal funds by students attending the transition school or Early Entrance Program is limited to selection, precollege instruction, special advising, and related activities necessary for the support of students attending the transition school or Early Entrance Program.

 

The allocations to the University of Washington will apply during the first three years a student attends the transition school or Early Entrance Program at the U.W., or through the academic year in which the student turns 18, whichever occurs first.

 

The U.W. may not admit more than 30 students in any one year to the transition school.

 

The SPI must adopt rules before August 31, 1988 rather than before September 1, 1988.

 

The University of Washington should give consideration to students attending the Early Entrance Program in granting waivers of tuition and services and activies fees.
