BACKGROUND:

 

There are in existence thirteen types of specialized license plates administered by the department of licensing at a cost in excess of a half-million dollars over the amount of the actual registration fee.

 

SUMMARY:

 

The Department of Licensing shall conduct a study of issuing specially designed license plates for sale to groups who qualify within the state.

 

The study shall consider criteria for determining qualification, the costs and revenues associated with the program, and a review of such programs in other states.

 

The department shall also review the specialized license plates already authorized in the state, comparing costs and revenues for each, and determining which types would qualify under the program described in this legislation.

 

The department shall report its finding to the Legislative Transportation Committee by December 15, 1988.
