BACKGROUND:

 

Under law, RCW 43.03.310, the Citizens' Salary Commission is not required to file its proposed salary changes with the Secretary of State until the first Monday of June 1987 and biennially thereafter.  The commission's proposed salary changes become law 90 days after filing if not successfully challenged by referendum petition during that 90-day period.

 

The current statutory filing date occurs after the Legislature decides the biennial budget.  On June 1, 1987 the commission filed salary increases for the judiciary that resulted in a $2,587,000 general fund budget shortfall.

 

SUMMARY:

 

The filing date for the commission to submit its proposed salary changes to the Secretary of State is moved up to the first business day in February of every biennial budget session.
