BACKGROUND:

 

Foreign fishermen are allowed to fish in a U.S. coastal water zone from three to 200 miles offshore.  These fishermen target on bottomfish stocks with bottomtrawling gear, but also catch salmon as an incidental catch.

 

Washington fishermen do not wish for foreign fishermen to catch salmon in this trawl fishery.

 

SUMMARY:

 

Congress is requested in the memorial to direct the National Oceanic and Atmospheric Administration and the Pacific Fisheries Management Council to halt foreign fishing in the three mile to 200 mile zone which is harvesting salmon.

 

 

EFFECT OF PROPOSED SUBSTITUTE:

 

Statements regarding the quantity of salmon harvested and the catch inspection of foreign trawlers are removed from the memorial.
