BACKGROUND:

 

Congress has passed the Columbia River Gorge National Scenic Area Act and authorized construction of a new navigation lock at Bonneville Lock and Dam within the scenic area which will produce 4.7 million cubic yards of spoil material.  However, Congress failed to provide for recreational development on the Bonneville Pool at the time of the construction of the dam.

 

SUMMARY:

 

Congress and the Army Corps of Engineers are petitioned to designate sites in the Columbia River Gorge National Scenic Area to receive spoil material to improve recreational value of those sites.

 

It is requested that spoil material from construction of the new lock at the Bonneville Dam be deposited at sites identified by the port districts or the Bonneville Pool.
