BACKGROUND:

 

Art. III, Sec. 12 of the State Constitution sets forth the procedures for gubernatorial action on legislative bills, including full or partial vetoes, legislative response to such vetoes and the respective deadlines for action.

 

SUMMARY:

 

The veto power of the governor is altered in a constitutional amendment which allows the legislature to include in any bill presented to the governor -- other than an omnibus appropriation bill -- a specific statement of legislative intent that the bill is a delicately balanced compromise and may only be vetoed in its entirety.  If a bill includes such a statement, the governor must approve or veto the entire bill.
