BACKGROUND:

The disability community is the state's largest social minority.  People of disability face unemployment at nearly twice the rate of the general population.  The Joint Select Committee on Disability Employment and Economic Participation suggested that the Senate and House of Representatives set an example for agencies and private industry by making a strong effort to employ persons of disability at all professional, technical, and support levels.

SUMMARY:

The affirmative action guidelines of the House and Senate's personnel policies include persons of disability as a minority group.
