BACKGROUND:

 

The Washington State Convention and Trade Center was formed as a public nonprofit corporation.  The State Finance Committee was given authority to sell general obligation bonds totalling $99 million in order to design and construct a state convention and trade center in Seattle.  The purpose of this legislation was to provide both direct and indirect civic and economic benefits to the people of the state.  Previous reporting by the board of the Washington State Trade and Convention Center has led the Legislature to consider reviewing the administration and management of the convention center operation.

 

SUMMARY:

 

A joint select committee is established consisting of members of the House of Representatives and the Senate of the state of Washington to review the creation, funding, construction, and management of the state Convention and Trade Center.  The committee shall consist of four members appointed by the President of the Senate, two each from the majority and minority caucuses of the Senate, and four members appointed by the Speaker of the House of Representatives, two each from the majority and minority caucuses of the House of Representatives, for a total of eight members.  The committee shall submit a report to the President of the Senate and the Speaker of the House of Representatives by January 1, 1988.
