BACKGROUND:

 

Individuals who work as teacher's aides may wish to pursue teaching certification.  Other aides may be certificated, but not filling a certificated position.  In either case, in order to obtain or maintain certification, coursework in teaching methods and teacher training is required.

 

SUMMARY:

 

The State Board of Education shall adopt administrative rules that will allow a teacher certification candidate to substitute one year of employment as a teacher's aide for up to fifteen quarter hours of methods and teacher training requirements.  To allow this substitution the candidate must have worked at least 50 percent of the time as a teacher's aide involved in instructional activities with children under the supervision of a certificated teacher and receive an evaluation from the supervising teacher recommending that the work be substituted for credit.  This method of substitution may also be used by teachers who are renewing an expired certificate.  The candidate must have worked a minimum of 630 hours in one school year.

 

An advisory committee shall advise the State Board of Education on the guidelines for allowing credit for experience as defined in this act. The advisory committee shall consist of representatives of the Superintendent of Public Instruction, public and private teacher preparation institutions, teachers, school administrators, and principals.

 

 

SUMMARY OF PROPOSED SENATE AMENDMENT:

 

A title amendment amends RCW 28A.04.120 rather than adding new sections to RCW 28A.70.

 

The intent section is removed.  The State Board of Education will adopt rules to allow teacher certification candidates to fulfill in part teacher preparation requirements by teacher aide work experience in public or private schools.

 

The supervising teacher and principal will submit, at the candidate's time of enrollment, a written assessment of the candidate's work performance to the teacher preparation program where the candidate is enrolled.

 

The State Board of Education will determine the information to be included in the assessment report.

 

Language allowing work experience to apply to recertification requirements is eliminated.

 

No advisory committee is appointed.
