AN ACT Relating to the state capitol committee; amending RCW 43.34.015; adding new sections to chapter 43.34 RCW; and repealing RCW 43.30.090, 43.34.040, and 43.82.020.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The state capitol committee shall be the single entity responsible for planning the construction, remodeling, purchase, or leasing of general purpose facilities for state use in Thurston county.  Such facilities shall include, but not be limited to, all buildings on the capitol campus, office space, parking facilities, and warehouses.

 

          NEW SECTION.  Sec. 2.     (1) The acquisition and leasing of real estate and the use thereof shall be subject to the approval of the state capitol committee if the real estate is located in Thurston county.  The authority of the state capitol committee shall not extend to facilities leased or otherwise acquired:

          (a) By higher education institutions for research or experimental purposes;

          (b) By the state liquor control board for liquor stores; and

          (c) By the departments of natural resources, fisheries, game, transportation, and the state parks and recreation commission for purposes other than offices, warehouses, parking, and similar purposes.

          (2) It shall be the duty of the state capitol committee to:

          (a) Forecast the need for general purpose facilities by state departments and agencies within Thurston county;

          (b) Develop a facilities plan for meeting forecasted needs through construction, leasing, lease-development, the purchase of existing facilities, the renovation or modification of existing facilities, or other action, or any combination thereof;

          (c) Transmit the recommended facilities plan to the office of financial management in August of even-numbered years; and

          (d) Submit copies of the recommended facilities plan or a summary thereof to the ways and means committees of the house of representatives and senate in January of odd-numbered years, containing or accompanied by an explanation of the action required to implement the plan by the legislature in the legislative session then convening.

 

          NEW SECTION.  Sec. 3.     The facilities plan required under section 2 of this act shall include projected space requirements for the next six-year period, a description of the alternatives considered with an economic analysis indicating the cost-effectiveness of the various alternatives considered, the location, size and physical layouts of proposed new facilities, a listing and description of any facilities recommended for destruction, sale, or abandonment, and the recommended financing for the various projects within the plan.

 

          NEW SECTION.  Sec. 4.     In developing its recommended facilities plan, the state capitol committee shall consider:

          (1) The long-term cost-effectiveness of alternative actions it considers feasible;

          (2) Accessibility and service to the public;

          (3) The benefits, where applicable, of consolidating a department or agency in a minimum number of locations;

          (4) The benefits, where applicable, of locating specific departments or offices whose functions have significant interrelationships, in a common location or nearby locations;

          (5) The anticipated growth or shrinkage of various agencies and ways to accommodate such changes with minimal relocation and disruption of operations; and

          (6) The preservation of the beauty, dignity, and architectural harmony of the state capitol campus.

 

          NEW SECTION.  Sec. 5.     The state capitol committee shall meet at such time and place as its members shall agree, but not less often than once per quarter.

 

          NEW SECTION.  Sec. 6.     The state capitol committee shall be supported with administrative and technical staff assistance by the department of general administration.  The office of financial management and department of natural resources shall also provide technical advice and assistance as requested.

 

        Sec. 7.  Section 43.34.015, chapter 8, Laws of 1965 and RCW 43.34.015 are each amended to read as follows:

          The commissioner of public lands shall be the secretary of the state capitol committee, but the committee may appoint a suitable person as acting secretary thereof((, and fix his compensation)):  PROVIDED, That all records of the committee shall be filed in the office of the commissioner of public lands.

 

          NEW SECTION.  Sec. 8.  The following acts or parts of acts are each repealed:

                   (1) Section 43.30.090, chapter 8, Laws of 1965, section 105, chapter 3, Laws of 1983 and RCW 43.30.090;

          (2) Section 43.34.040, chapter 8, Laws of 1965 and RCW 43.34.040; and

          (3) Section 43.82.020, chapter 8, Laws of 1965 and RCW 43.82.020.

 

          NEW SECTION.  Sec. 9.     Sections 1 through 6 of this act are each added to chapter 43.34 RCW.
