AN ACT Relating to regulatory relief and reform; creating new sections; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The legislature finds that small businesses are dissatisfied with the implementation of the state Regulatory Fairness Act of 1982.  State agencies are reportedly not carrying out the duties imposed upon them by the act to the fullest extent possible, or alternatively are complying with the letter of the law while ignoring its intent.  In order to discover the magnitude of the problem and to discern solutions, the legislature directs the Washington State Institute for Public Policy to conduct a study of the effectiveness of the Regulatory Fairness Act of 1982 in reducing the impact of state regulations on small businesses in Washington.

 

          NEW SECTION.  Sec. 2.     (1) The Washington State Institute for Public Policy shall conduct a study to determine the effectiveness of the state Regulatory Fairness Act of 1982 in reducing the impact of state regulations on small businesses in the state.  The Institute shall:  (a) Investigate the allegations made by small business organizations of agency noncompliance with the act; (b) detail any problems encountered by state agencies in the implementation of the act; and (c) make recommendations on methods of solving the implementation problems.

          (2) The Institute shall report its findings and recommendations to the house trade and economic development committee and the senate economic development and labor committee by January 15, 1989.

 

          NEW SECTION.  Sec. 3.     The sum of fifty thousand dollars, or so much thereof as may be necessary, is appropriated from the general fund to the Washington State Institute for Public Policy for the biennium ending June 30, 1989, to carry out the purposes of this act.
