AN ACT Relating to the issuance of special centennial birth certificates; and adding a new section to chapter 43.20A RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 43.20A RCW to read as follows:

          (1) In order to help commemorate the state's 1989 anniversary celebration of its admission to the Union, the state registrar of vital statistics, in cooperation with the Washington state centennial commission, shall develop heirloom centennial birth certificates.  The certificate issued pursuant to this section shall be in a form consistent with the need to protect the integrity of vital records but shall be suitable for display.  The seal of the state may be printed on the certificate and the certificate may be signed by the governor or contain a facsimile of the governor's signature and may also be signed by the secretary of state or contain a facsimile of the secretary of state's signature.  The certificate shall have the same status as evidence as a birth certificate issued under RCW 43.20A.630.

          (2) In addition to the birth certificate issued pursuant to RCW 43.20A.630, the state registrar of vital statistics shall furnish a centennial birth certificate representing that the birth of the person named thereon is recorded in the office of the state registrar upon request and payment  of the following fees:

          (a) No fee for persons born in the year 1889;

          (b) Ten dollars for persons born in the year 1989; and

          (c) Twenty-five dollars for persons born in years other than 1889 or 1989.

          (3) All money received by the state for centennial birth certificates under subsection (2) of this section in excess of the costs of administering subsection (2) of this section, shall be appropriated as follows:

          (a) Commencing with the effective date of this section, one-half of the money shall be deposited in the centennial account of the general fund to be used to help celebrate the state's centennial and one-half of the money shall be appropriated to the department of general administration for the purposes of beautifying the state capitol for the 1989 state centennial;

          (b) Commencing January 1, 1990, all moneys shall be appropriated to the department of ecology to be used for the protection of the environment and the state's natural resources.
