AN ACT Relating to discretionary land use requirements; adding a new section to chapter 35.63 RCW; adding a new section to chapter 35A.63 RCW; and adding a new section to chapter 36.70 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 35.63 RCW to read as follows:

          After adoption of a comprehensive plan to regulate development, the issuance of a building permit is contingent upon the property owner meeting the established written requirements, and the issuing authority may not impose additional discretionary requirements.  This requirement is imperative so that property owners can understand the restrictions to be imposed on the utilization of their property prior to acquisition and/or development.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 35A.63 RCW to read as follows:
