AN ACT Relating to the awarding of printing contracts; adding a new section to chapter 43.19 RCW; and adding a new section to chapter 43.78 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 43.19 RCW to read as follows:

          As an assistance to the public printer and state agencies awarding printing contracts, the director shall include in the list created and maintained under RCW 43.19.702 those statutes and regulations of other states which relate to state agencies' awards of printing contracts and which the director believes grant a preference to printers located in those states.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 43.78 RCW to read as follows:

          (1) Except as provided under subsection (2) of this section, neither the public printer nor any other state agency may  award a printing contract to any printer whose physical printing facilities are located outside the state of Washington and in a state that, when awarding printing contracts, grants preferences to printers located within that state.

          (2) Subsection (1) of this section does not apply in any of the following circumstances:  (a) Where no printer located within Washington state has applied for the contract; (b) where the out-of-state printer would still have the lowest contract price if the value of the in-state preference were added onto such price; or (c) where the agency awarding the contract finds that the contract should be awarded to the out-of-state printer because such printer would be more likely to produce a product consistent with the agency's needs.
