AN ACT Relating to educational activities; adding a new section to chapter 28A.58 RCW; creating a new section; making an appropriation; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     Extracurricular student activities have been an important aspect of any comprehensive educational program.  These programs enhance the learning environment and contribute to individual growth and development.  The legislature applauds the efforts of local school districts for the addition of programs for female athletes.

          It is the intent of the legislature to restore state funding for extracurricular activities.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 28A.58 RCW to read as follows:

          In addition to other moneys appropriated by the legislature for common schools, money shall be appropriated to support extracurricular activities.

 

          NEW SECTION.  Sec. 3.     The sum of _____ dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1989, from the general fund to the superintendent of public instruction for the purposes of this act.

 

          NEW SECTION.  Sec. 4.     If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act or the application of the provision to other persons or circumstances is not affected.

 

          NEW SECTION.  Sec. 5.     This act is necessary for the immediate preservation of the public peace, health, and safety, the support of the state government and its existing public institutions, and shall take effect immediately.
