AN ACT Relating to extracurricular school activities; and adding a new section to chapter 28A.58 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.58 RCW to read as follows:

          (1) The policy in this section shall provide a means of encouraging and promoting academic excellence.  This section shall not be construed as a means of excluding students from participation in extracurricular activities.  To the extent that students are excluded from these activities, schools are encouraged to do whatever is possible to assist these students in meeting the academic standards prescribed in this section, including the use of student support services, including but not limited to, counseling and tutoring.

          (2) By June 30, 1988, each school district shall adopt a policy establishing a minimum 2.0 grade point average for participation in extracurricular activities.  The policy shall include the following:

          (a) A method for calculation of the grade point average;

          (b) The period of eligibility and ineligibility;

          (c) Methods for establishing eligibility, ineligibility, methods of regaining eligibility, and conditions for granting waivers for developmentally disabled students;

          (d) Appeal procedures; and

          (e) Activities to which the eligibility requirement applies.

          (3) The policy in subsection (2) of this section shall be enacted as follows:  In the 1987-88 school year, a minimum of 1.25 grade point average shall be maintained; in the 1988-89 school year, a minimum of 1.50 grade point average shall be  maintained; in the 1989-90 school year, a minimum of 1.75 grade point average shall be maintained; and in the 1990-91 school year, a 2.00 grade point average shall be maintained.
