AN ACT Relating to education; adding a new section to chapter 28A.03 RCW; and adding a new section to chapter 28A.04 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.04 RCW to read as follows:

          (1)  The state board of education, in consultation with the institutions of higher education and the superintendent of public instruction, shall adopt rules to enable an individual with special expertise in a given academic field to obtain a provisional teaching certification by completing a two- year full-time supervised internship in the public schools. During the internship the intern shall be supervised by a supervising teacher and principal.  At the end of the two-year internship the individual shall be required to pass an examination on pedagogy developed and administered by the superintendent of public instruction.

          (2) The alternative certification procedure in this section shall take effect July 1, 1990.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 28A.03 RCW to read as follows:

          (1)  The superintendent of public instruction, in consultation with the state board of education and institutions of higher education, shall develop, pilot test, and administer a teacher competency test on pedagogy to be administered as part of the alternative method of certification outlined in section 1 of this act.

          (2) The examination in this section shall take effect July 1, 1990.
