AN ACT Relating to a study of a state program of motor vehicle insurance; creating a new section; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     (1) The state office of risk management shall conduct or contract for a study of a state program of motor vehicle insurance.  The study shall consider a program with the following goals:

          (a) All vehicles in Washington state would be insured;

          (b) There would be universal access to all coverages offered;

          (c) Investment income would be used to offset premiums;

          (d) Those who have claims for which they are responsible would pay higher premiums than those who are free of claims;

          (e) Rehabilitation and traffic safety would be imperative.

          (2) The results of this study shall be reported to the legislature by January 1, 1988.

 

          NEW SECTION.  Sec. 2.     The sum of sixty thousand dollars, or so much thereof as may be necessary, is appropriated from the general fund to the state office of risk management for the biennium ending June 30, 1989, to carry out the purposes of this act.
