AN ACT Relating to solid waste; and adding a new section to chapter 70.95 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 70.95 RCW to read as follows:

          (1) The legislature recognizes the feasibility and desirability of waste reduction and recycling as solid waste management goals.  The legislature hereby establishes a goal of a thirty percent reduction in the volume of solid waste that is disposed of at a landfill or incinerator by January 1, 1994.  This reduction in volume is to be attained by implementing waste reduction and recycling programs in every county and city of this state.

          (2) By January 1, 1989, each city and county required to adopt a comprehensive solid waste management plan under this chapter shall identify waste reduction and recycling strategies for its jurisdiction which could result in a thirty percent reduction in the volume of solid waste that is disposed of at a landfill or by incineration.  The strategies shall be incorporated into the comprehensive solid waste management plan.  Each city or county shall adopt ordinances or resolutions as necessary to fully implement these strategies.

          (3) Any city or county which has not complied with the provisions of this section shall be ineligible to receive state funds for solid waste management.  The department shall distribute to each legislator every six months the names of those jurisdictions which have failed to comply with this section.

          (4) No city or county may enter into any contract for an incineration or energy recovery facility unless it has first complied with the provisions of this section.
