AN ACT Relating to liens for utility services; and adding a new chapter to Title 60 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.     No person, firm, company, association, corporation, or cooperative may have a lien against premises to which water, electricity, or natural gas services are furnished for delinquent charges for the services unless there is specific statutory authorization or an express agreement with the owner of the premises.

NEW SECTION. Sec. 2.     Section 1 of this act shall constitute a new chapter in Title 60 RCW.
