AN ACT Relating to port districts; adding a new section to chapter 14.08 RCW; and adding a new section to chapter 53.08 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 14.08 RCW to read as follows:

          (1) Any port district that does not own or operate airport facilities on March 1, 1988, shall not construct, acquire, or operate airport facilities without the voters of the port district first approving a separate ballot proposition expressly authorizing the district to construct, acquire, or operate airport facilities.  Such a ballot proposition may be submitted to the voters only upon approval of a majority of the members of the board of port commissioners after holding a public hearing on the proposed action.

          (2) Any port district that owns or operates airport facilities on March 1, 1988, at which regular daily flights by commercial passenger carriers are not scheduled, shall not allow the airport facilities to be used for regularly scheduled flights by commercial passenger carriers without the voters of the port district first approving a separate ballot proposition expressly authorizing such flights.  Such a ballot proposition may be submitted to the voters only upon approval of a majority of the members of the board of port commissioners after holding a public hearing on the proposed action.
