AN ACT Relating to job search skills and preemployment training for juveniles placed in juvenile rehabilitation facilities; adding a new section to Title 28A RCW; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to Title 28A RCW to read as follows:

          (1)  Employment and education are two important factors in the ability of a juvenile offender to move into a productive lifestyle rather than to become involved in criminal activity.  To encourage the development of the skills necessary to secure and retain a job, it is important that juvenile offenders develop job search skills and the skills necessary to maintain employment prior to release from neglected and delinquent youth institutions and to receive assistance in finding employment in the community in which they will reside.

          (2)  The superintendent of public instruction may provide funds not to exceed twenty-five thousand dollars to the following neglected and delinquent youth institutions:  Maple Lane, Green Hill, Echo Glen, Mission Creek, and Naselle for the planning and implementation of a job search skills, preemployment training, and job placement program.

          (3)  To receive such funds the eligible neglected and delinquent youth institutions shall submit an application for such funds outlining the services to be provided and the appointment of an advisory committee composed of educational and treatment staff from the institution and members of the business community.  The purpose of the advisory committee is to help identify the skills to be taught in the program and to support community outreach for job placement.

 

          NEW SECTION.  Sec. 2.     The sum of one hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1989, from the general fund to the superintendent of public instruction for the purposes of this act.
