AN ACT Relating to motor vehicle license plates; and creating a new section.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1.     The department of licensing shall conduct a study of issuing specially designed license plates for sale to qualifying groups within the state.  The study shall include a review of such programs in other states, encompassing such items as the criteria for determining the groups that qualify, the costs and revenues associated with the program, and the prices charged for the plates compared to standard license plates.

The department shall also review the thirteen types of specialized license plates presently authorized in Washington, comparing costs versus revenues for each, and determining which types would qualify under the type of program set forth in this section.  The department shall document all of its findings and conclusions in a report to be presented to the legislative transportation committee by December 15, 1988.
