AN ACT Relating to neighborhood self-help projects; adding a new section to chapter 35.22 RCW; adding a new section to chapter 35.23 RCW; adding a new section to chapter 35.61 RCW; adding a new section to chapter 36.69 RCW; adding a new section to chapter 39.12 RCW; and adding new sections to chapter 35.80 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     A city, town, metropolitan park district, or parks and recreation district may contract with a chamber of commerce, a service organization, a community youth or athletic association, or other similar association located and providing service in the immediate neighborhood for making improvements as a community or neighborhood project or for demolishing or rehabilitating a blighted property to a park, recreation center, or public square, installing equipment, or providing maintenance services for the facility and may reimburse the contracting association its expense, without regard to competitive bidding laws for public works and the prevailing wage requirements of chapter 39.12 RCW if the consideration to be received by the public entity through the value of the improvements, equipment, maintenance, demolition or rehabilitation has a value at least equal to twice that of the reimbursements made.  All payments made by a public entity under this section for all such contracts in any one year shall not exceed twenty-five thousand dollars or three dollars per resident within the boundaries of the public entity, whichever is greater.

 

          NEW SECTION.  Sec. 2.     A city, town, metropolitan park district, or park and recreation district may ratify an agreement made on or after January 1, 1988, which qualifies under section 1 of this act.

 

          NEW SECTION.  Sec. 3.  A new section is added to chapter 35.22 RCW to read as follows:

          Contracts for neighborhood improvement projects under sections 1 and 2 of this act are exempt from any bidding requirement otherwise applicable under this chapter.

 

          NEW SECTION.  Sec. 4.  A new section is added to chapter 35.23 RCW to read as follows:

          Contracts for neighborhood improvement projects under sections 1 and 2 of this act are exempt from any bidding requirement otherwise applicable under this chapter.

 

          NEW SECTION.  Sec. 5.  A new section is added to chapter 35.61 RCW to read as follows:

          Contracts for neighborhood improvement projects under sections 1 and 2 of this act are exempt from any bidding requirement otherwise applicable under this chapter.

 

          NEW SECTION.  Sec. 6.  A new section is added to chapter 36.69 RCW to read as follows:

          Contracts for neighborhood improvement projects under sections 1 and 2 of this act are exempt from any bidding requirement otherwise applicable under this chapter.

 

          NEW SECTION.  Sec. 7.  A new section is added to chapter 39.12 RCW to read as follows:

          Contracts for neighborhood improvement projects under sections 1 and 2 of this act are exempt from any prevailing wage requirement otherwise applicable under this chapter.

 

          NEW SECTION.  Sec. 8.     Sections 1 and 2 of this act are each added to chapter 35.80 RCW.
