AN ACT Relating to higher education; adding new sections to Title 28B RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The legislature finds that Washington's four-year universities and The Evergreen State College provide substantial benefits to the people of the state and the nation through public service efforts.  With their cultural, intellectual, social, and philanthropic activities, Washington's faculty has enriched the lives of people throughout the world.

          The legislature also finds that G. Robert Ross, immediate past president of Western Washington University, was an exemplary university president who helped lead his school to a position of increasing excellence and national prominence.  Dr. Ross was a convincing spokesperson for excellence in all areas of education and was a leader who strongly encouraged the faculty and staff at Western Washington University to be actively involved with community efforts to improve the lives of people in the area served by Western Washington University.

          The legislature wishes to honor the public spirit, dedication, integrity, perseverance, inspiration, and accomplishments of Washington faculty through the creation of the G. Robert Ross Public Service Award.

 

          NEW SECTION.  Sec. 2.     The G. Robert Ross public service award program is hereby established.  The council of presidents shall administer the award program.  The program is intended to recognize the outstanding public service efforts of one faculty member annually selected from among the faculty at state four-year universities and The Evergreen State College.

          The recipient of the award will receive a stipend of twenty-five thousand dollars, and a certificate of recognition from the governor.

 

          NEW SECTION.  Sec. 3.     The council of presidents shall adopt guidelines to carry out the purposes of section 2 of this act.  The council is encouraged to consult with faculty members and representatives of civic and philanthropic organizations in developing criteria for the nomination and selection of the recipient of the award.

 

          NEW SECTION.  Sec. 4.     Sections 2 and 3 of this act are each added to Title 28B RCW.
