AN ACT Relating to property taxes; and adding a new section to chapter 84.52 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 84.52 RCW to read as follows:

          The cumulative property tax limitation provided in RCW 84.52.043 may be increased by up to fifty cents per thousand dollars of assessed valuation in any county as provided in this section.

          The legislative authority of any county may adopt a resolution causing a ballot proposition authorizing such an increase to be submitted to the county voters.  A ballot proposition shall be worded substantially as follows:

          "Shall the cumulative limitation on regular property tax levies within __________ (insert the name of the county) be raised by an amount not to exceed  ________ (insert a dollar amount per thousand dollars of assessed valuation) for  property taxes payable in _______ through ________ (insert the years for which the increases are sought)?"

          A ballot proposition shall not authorize such an increase for more than five consecutive years, but successive ballot propositions, if approved, may authorize such an increase for successive five-year, or shorter, periods.  Approval shall be by simple majority vote.  Such a ballot proposition may be submitted to the voters at any special election specified in RCW 29.13.010.
