AN ACT Relating to juvenile sex offenders; creating new sections; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     (1) The division of children and family services of the department of social and health services shall establish interagency dual status task forces in five counties.  The task forces shall develop and implement assessment and treatment programs for youth under twelve years of age who are identified as sex offenders and as victims of sexual abuse.  The programs shall use an existing service delivery system.

          (2) The task forces shall include, but not be limited to, representatives of:

          (a) Teachers;

          (b) Law enforcement;

          (c) Judges;

          (d) Public and private child welfare agencies;

          (e) Indian agencies;

          (f) Children's placement agencies; and

          (g) Children's mental health treatment personnel.

          (3) The division shall select project sites based on treatment needs within the county and the presence of an existing service delivery system which can be developed to provide the specialized dual status treatment.

 

          NEW SECTION.  Sec. 2.     The department shall provide training to:

          (1) The interagency dual status task forces to enable them to develop a system for identifying, assessing, and treating dual status sex offenders;

          (2) Community mental health and treatment professionals in appropriate models and formats for assessment and treatment of juveniles who have been sexually victimized and are sex offenders; and

          (3) Community professionals to enable them to identify and refer dual status youth.

 

          NEW SECTION.  Sec. 3.     The department of social and health services shall contract with existing community mental health and treatment agencies within the five counties to provide treatment to dual status juvenile sexual offenders.

 

          NEW SECTION.  Sec. 4.     There is appropriated from the general fund to the department of social and health services for the biennium ending June 30, 1989, the sum of one hundred fifty thousand dollars, or so much thereof as may be necessary, to carry out the purposes of this act.
