AN ACT Relating to the business assistance center; and adding a new section to chapter 43.31 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 43.31 RCW to read as follows:

          The business assistance center shall coordinate the delivery of:

          (1) A one-stop center, not connected with enforcement activities, for information, education, and technical assistance regarding environmental and hazardous waste issues;

          (2) A required employer training program on hazardous waste responsibilities, operated by state government, that certifies when employers have successfully completed the training;

          (3) A system to license private business to provide the training required in subsection (2) of this section and allow licensed firms to certify when employers have successfully completed the training;

          (4) Waste exchange, recycling, and reclamation programs; and

          (5) A program whereby universities and research centers coordinate with each other to review waste handling activities world-wide and to develop a library of waste handling alternatives.
