AN ACT Relating to state government employees' productivity; adding a new section to chapter 43.20A RCW; creating a new section; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The legislature finds that strategies that emphasize collaborative arrangements between management and labor can make a significant contribution to improving both worker productivity and worker morale.  The legislature also finds that state employees themselves are perhaps the best judge of potential cost savings in their work environment.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 43.20A RCW to read as follows:

          (1) The department shall initiate the formation of quality teams within the agency.  Teams of five to fifteen members of both management and labor shall be established and shall meet to identify cost savings and methods of increasing worker morale.  Teams shall be established on the basis of existing units or divisions within the department.  The department shall form at least two such teams.

          (2) Based on existing productivity incentives for individuals, the state productivity board shall determine reasonable rewards for the work of the quality teams and adopt rules prescribing the rewards.

          (3) The department shall report on September 1, 1990, to the state productivity board the results of the efforts of the quality teams under this section.  The state productivity board shall analyze the results of the effort and report to the legislature by December 1, 1990, on its effectiveness and the possibilities for implementing such teams throughout state government.

          (4) This section shall expire January 1, 1991.
