AN ACT Relating to commercial activities; creating a new section; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     (1) The joint select committee on commercial activities is hereby established.  The committee shall consist of three members of the house of representatives, three members of the senate, five members representing the small business community, and five members representing nonprofit organizations.  The speaker of the house of representatives shall appoint the house members, the president of the senate shall appoint the senate members, and the speaker of the house and the president of the senate shall jointly appoint the remaining members.  In addition, the director of revenue and the secretary of state shall each designate a person to represent their offices.

          (2) The committee shall study the nature and scope of commercial activities by nonprofit organizations and their affiliates and subsidiaries, their impact on small business in the state, and the current justification for their nonprofit status.

          (3) Members of the committee shall receive no compensation but shall be reimbursed for their travel expenses under RCW 43.03.050 and 43.03.060.

          (4) The committee shall report its findings and recommendations to the legislature by January 1, 1989.

          (5) Staff support for the committee shall be provided by the trade and economic development committee in the house of representatives and the commerce and labor committee in the senate.

          (6) This section shall expire July 1, 1989.

 

          NEW SECTION.  Sec. 2.     The sum of forty-five thousand dollars, or so much thereof as may be necessary, is appropriated from the general fund to the joint select committee on commercial activities for the biennium ending June 30, 1989, to carry out the purposes of this act.
