AN ACT Relating to dislocated workers; creating a new section; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The legislature of the state of Washington finds that in order to promote the economic well-being of its citizens the state should address the changing needs of both industry and labor, particularly in distressed industries throughout the state.  The legislature further finds that the state should encourage and support programs to successfully combat unemployment in these distressed industries.  Although previous federal funding to support efforts to assist dislocated shipyard workers under the federal shipyard national reserve project has been withdrawn, the state should continue and expand this assistance to dislocated workers.  It is the intent of the legislature to authorize funding for a dislocated workers program administered by the employment security department that will identify those workers in shipbuilding and other distressed industries needing additional training.

 

          NEW SECTION.  Sec. 2.     The sum of one million dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1989, from the general fund to the employment security department for the purpose of providing training and retraining assistance to workers in distressed industries in the state.  The program's primary emphasis shall be to assist workers in the shipbuilding industry and other distressed industries.
