AN ACT Relating to a pilot day care project for migrant and seasonal farmworker families; creating new sections; making an appropriation; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     It is the intent of the legislature to demonstrate that, through a partnership of resources, a quality child care and early childhood education program that is not solely dependent on state funds can be provided for migrant and seasonal farmworker families.  The partnership shall include, but not be limited to, growers, other private businesses, community groups, educational entities, and local and state agencies.  It is intended that the partnership shall provide diverse funding sources.

 

          NEW SECTION.  Sec. 2.     The department of social and health services shall contract with a nonprofit organization to conduct a pilot day care project in the Prescott area.  The purposes of the project are to:  (1) Demonstrate a partnership of resources for child care and early childhood education at the local level; (2) develop and implement a comprehensive educational day care program through the cooperative efforts of the partnership; (3) assess and evaluate the project in the areas of cost benefits to state employers, the children's development and progress, parent involvement, and degree of the partnership's involvement and effects; (4) disseminate reports and information on the progress and results of the day care project; and (5) make media and community presentations.  Final reports shall be submitted to the governor, the legislature, state and local agencies, local governments, agricultural communities, and other community-based organizations.

 

          NEW SECTION.  Sec. 3.     The child care and early childhood education program provided by the pilot project shall include the following services:  (1) Protective services for children of migrant and seasonal farmworkers; (2) an educational program that will enhance school readiness in migrant children; (3) improvement of children's social skills; (4) development and promotion of basic health and health services; (5) a nutritional program, including breakfast, lunch, and a snack, according to requirements of the United States department of agriculture and the child's cultural needs; and (6) promotion and enhancement of a positive self-image, self-esteem, self-determination, and self-confidence.

 

          NEW SECTION.  Sec. 4.     The sum of one hundred sixty thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1989, from the general fund to the department of social and health services for the purposes of carrying out this act.

 

          NEW SECTION.  Sec. 5.     This act shall expire June 30, 1989.
