AN ACT Relating to local government; adding a new section to chapter 27.12 RCW; adding a new section to chapter 52.04 RCW; and adding a new section to chapter 84.55 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 27.12 RCW to read as follows:

          The board of trustees of any rural county library district, island library district, or intercounty rural library district may adopt a resolution to withdraw an entire city or town area from the library district if, in the opinion of the board of trustees, the inclusion of the city or town within the library district will result in a reduction of the district's tax levy rate under the provisions of RCW 84.52.010.

NEW SECTION. Sec. 2.  A new section is added to chapter 52.04 RCW to read as follows:

          The board of commissioners of any fire protection district may adopt a resolution to withdraw an entire city or town area from the fire protection district if, in the opinion of the board of commissioners, the inclusion of the city or town within the fire protection district will result in a reduction of the district's tax levy under the provisions of RCW 84.52.010.

NEW SECTION. Sec. 3.  A new section is added to chapter 84.55 RCW to read as follows:

          Whenever a withdrawal of city or town territory occurs under sections 1 or 2 of this act, restrictions on the city's or town's property tax levy, and on the library district's or fire protection district's property tax levy, under chapter 84.55 RCW shall be calculated as if the city or town territory had not been part of the library district or fire protection district for any of the last three years.
