AN ACT Relating to dangerous waste exchange; and adding a new section to chapter 70.105 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 70.105 RCW to read as follows:

          The department of ecology shall implement a waste exchange, operated by the department of ecology, for dangerous wastes.  For the purposes of this section, "waste exchange" is an organization or system that manages or arranges the transfer of waste between industries, so that one generator's waste might be another industry's raw material.
