AN ACT Relating to education about drug and alcohol abuse; and adding a new section to chapter 28A.03 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.03 RCW to read as follows:

          (1) The superintendent of public instruction shall adopt rules to establish a comprehensive program for drug and alcohol abuse prevention for implementation by school districts in grades kindergarten through twelve.  The rules shall provide that:

          (a) Programs in kindergarten through the third grade be designed to educate students about the dangers of drugs and alcohol and to identify "at risk" students for intensive early intervention; and

          (b) Programs in grades four through six be designed to emphasize learning social skills including but not limited to resisting peer pressure, learning to say no, and improving students' self-image and self-confidence;

          (c) Programs in seventh and eighth grades be designed to assist students in developing interests in productive leisure activities  ranging from athletics to the arts and that participation in school activities be encouraged; and

          (d) Programs in grades nine through twelve be designed to emphasize referrals to community service agencies for treatment for students abusing drugs or alcohol.  Programs should also be designed for schools to work with law enforcement agencies in apprehending and punishing persons selling drugs to high school students.

          (2) The superintendent of public instruction shall adopt the rules by December 1, 1987, and submit a report to the education committees of the house of representatives and the senate by December 1, 1987.
