AN ACT Relating to special license plates; and adding a new section to chapter 46.16 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 46.16 RCW to read as follows:

          A person who submits to the department of licensing satisfactory proof that he or she is a survivor of the Japanese attack on Pearl Harbor and:

          (1) Was a member of the United States Armed Forces on December 7, 1941;

          (2) Was on station on December 7, 1941, during the hours of 7:55 a.m. to 9:45 a.m. Hawaii time at Pearl Harbor, the island of Oahu, or offshore at a distance not to exceed three miles; and

          (3) Received an honorable discharge from the United States Armed Forces;

is entitled to special license plates issued by the department of licensing.  The special license plates shall bear distinguishing marks, letters, or numerals indicating that the motor vehicle is owned by a survivor of the Japanese attack on Pearl Harbor.  The license is issued annually for one personal use vehicle upon payment of the regular license fees and excise tax on the vehicle.  Whenever a person who has been issued license plates under this section applies to the department for transfer of the plates to a subsequently acquired motor vehicle, the department shall charge a transfer fee of five dollars in addition to all other appropriate fees.
