AN ACT Relating to labor relations review; creating new sections; providing an expiration date; and declaring an emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.     There is created in the office of the governor the public employment review board.  The public employment review board shall be composed of twelve members equally representing public employees, public employers, and the public at large, to be appointed by the governor.  The members shall be appointed within thirty days after the effective date of this section.  The governor shall appoint a chair from among the board members.

NEW SECTION. Sec. 2.     The public employment review board shall review the state public employment system, including labor relations law, and prepare a comprehensive policy statement for personnel administration.  The board shall evaluate the operation of the public employment system and labor relations law in relation to the board's policy statement and make recommendations for improving the administration of public service.  The board shall submit a preliminary report and recommendations to the governor and the legislature by the commencement of the 1988 regular legislative session.  A final report shall be submitted to the governor and legislature by October 1, 1988.

NEW SECTION. Sec. 3.     The public employment review board shall review and provide recommendations in the following areas:  (1) Educational employment, including higher education; (2) other state government civil service; (3) local government employment; and (4) all other public employment, including but not limited to ferry system employment and exempt employment.

NEW SECTION. Sec. 4.     The members of the public employment review board shall receive no compensation but shall be entitled to the allowances specified in RCW 43.03.060 while on official business of the board.

NEW SECTION. Sec. 5.     This act shall expire and the public employment review board shall cease to exist on January 1, 1989, unless extended by law for an additional fixed period of time.

NEW SECTION. Sec. 6.     This act is necessary for the immediate preservation of the public peace, health, and safety, the support of the state government and its existing public institutions, and shall take effect immediately.
