AN ACT Relating to in-service training for teachers; creating new sections; making an appropriation; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The state of Washington has begun the process of providing in-service training for teachers to aid in early identification and intervention with students who are affected by drug or alcohol abuse or are the victims of child abuse.  Because of the catastrophic impact substance abuse and child abuse can have on a student, it is essential that teachers have the knowledge and support necessary to identify and address these problems when they affect their students.

 

          NEW SECTION.  Sec. 2.     The superintendent of public instruction shall provide two days of in-service training during the 1987-89 biennium to all certificated staff assigned to elementary schools in this state.  The in-service training shall include information on drug and alcohol abuse and child abuse.  Each district shall also be provided five additional days of consulting services during the 1987-89 biennium to support teachers in their own classrooms and school districts.  The consulting services may be provided through direct services from the superintendent of public instruction or education service districts or by the individual school districts contracting with local substance abuse counselors and child abuse specialists.

 

          NEW SECTION.  Sec. 3.     (1) The sum of .......... dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1989, from the general fund to the superintendent of public instruction for the in-service training of teachers under section 2 of this act.

          (2) The sum of one million four hundred eighty-five thousand dollars or as much thereof as may be necessary, is appropriated from the general fund to the superintendent of public instruction on the basis of five thousand dollars per district to be used for consulting services for each school district to be purchased as the school district sees fit.

 

          NEW SECTION.  Sec. 4.     This act shall expire June 30, 1989.
