AN ACT Relating to collection of student contributions at institutions of higher education; amending RCW 28B.15.610; and adding a new section to chapter 28B.15 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 28B.15 RCW to read as follows:

          An institution of higher education which collects any fees or contributions from students at the time of registration, for organizations which exist independent of the institution, shall use a positive check-off system in which participating students shall check yes, agreeing to make the contribution, before the institution can collect those fees or contributions.

        Sec. 2.  Section 28B.15.610, chapter 223, Laws of 1969 ex. sess. and RCW 28B.15.610 are each amended to read as follows:

Except as provided in section 1 of this 1987 act, the provisions of this chapter shall not apply to or affect any student fee or charge which the students voluntarily maintain upon themselves for student purposes only.
